1These are the words that Moses spoke to all Israel beyond the Jordan in the wilderness, toward the west, near the Red Sea, between Pharan, Tophel, and Laban, and Aulon, and golden places
2It is eleven days’ journey from Horeb by the way of Mount Seir to Kadesh-barnea.
3And it came to pass in the fortieth year, in the eleventh month, on the first of the month, Moses spoke to all the sons of Israel according to all that the Lord commanded him to them.
4after striking Sihon king of the Amorites, the one dwelling in Heshbon, and Og king of Bashan, the one dwelling in Ashtaroth and in Edreï
5Beyond the Jordan, in the land of Moab, Moses began to explain this law, saying:
6The Lord our God spoke to us in Choreb, saying, Let it be sufficient for you to dwell in this mountain.
7Turn and depart, and you, and enter into the hill country of the Amorrites and to all the neighbors of the Arabah, into the hill country and the plain and to the south and the seacoast, the land of the Canaanites, and Lebanon, as far as the great river, the Euphrates.
8See, I have given the land before you; going in, inherit the land which I swore to your fathers, to Abraham and Isaac and Jacob, to give to them and to their seed after them.
9And I said to you at that time, saying, I am not able to bear you alone.
10The Lord your God has multiplied you, and behold, you are today like the stars of heaven in multitude.
11May the Lord, the God of your fathers, add to you a thousand times as many as you are, and bless you according as he spoke to you.
12How shall I alone bear your labor and your burden and your disputes?
13Give for yourselves wise and knowledgeable and understanding men for your tribes, and I will appoint them as your leaders over you.
14And you answered me and said, The word which you spoke to do is good.
15And I took from among you wise men and knowledgeable and understanding men, and I appointed them to lead over you as commanders of thousands and commanders of hundreds and commanders of fifties and commanders of tens and recorders for your judges
16And I commanded your judges at that time, saying, Hear between your brothers and judge justly between a man and between his brother and between his resident alien.
17You shall not recognize a face in judgment; according to the small and according to the great you shall judge; you shall by no means show partiality to a man’s face, for the judgment is God’s, and the matter that may be hard for you, you shall bring it up to me, and I will hear it.
18And I commanded you at that time all the words which you shall do
19And having set out from Choreb, we went through all that great and fearsome wilderness which you saw, the way of the mountain of the Amorrite, as the Lord our God commanded us, and we came as far as Kadesh-barnea.
20And I said to you, You have come as far as the mountain of the Amorite, which the Lord our God is giving to you
21See, the Lord your God has given the land before your face; go up and inherit it, as the Lord the God of your fathers said to you. Do not fear nor be fainthearted.
22And you all came near to me and said, Let us send men before us, and let them travel through the land for us and bring back to us an answer, the way by which we shall go up in it, and the cities into which we shall enter into them.
23And the matter pleased me, and I took from you twelve men, one man for a tribe.
24And they turned and went up into the mountain, and they came as far as the Valley of the Cluster, and they spied it out
25and they took in their hands from the fruit of the land and brought it down to us and said, The land is good that the Lord our God is giving us
26And you did not wish to go up, and you disobeyed the word of the Lord your God.
27and you were grumbling in your tents and said, Because the Lord hates us, he brought us out of the land of Egypt to deliver us into the hands of the Amorrites, to destroy us
28Where are we going up? Your brothers have turned aside your heart, saying, A great and many and mightier nation than us, and cities great and fortified up to heaven; but also we have seen there sons of giants.
29And I said to you, Do not be frightened and do not fear them.
30The Lord your God who goes before your face, he himself will fight together with you against them, according to all that he did for you in the land of Egypt.
31and in this wilderness which you saw, how the Lord your God carried you as if any man might carry his son, all the way in which you went until you came to this place
32Yet in this word you did not trust in the Lord your God
33who goes before you on the way to choose a place for you, guiding you by fire by night, showing you the way by which you go on it, and by a cloud by day
34And the Lord heard the voice of your words, and being provoked to anger he swore, saying:
35Surely not one of these men shall see this good land, which I swore to their fathers
36Only Caleb son of Jephunneh; he shall see it, and to him I will give the land on which he set foot, and to his sons, because he adhered to the things toward the Lord.
37And the Lord was angry with me because of you, saying, Not even you shall by no means enter there.
38Joshua son of Nun, the one standing beside you, this one shall enter there; strengthen him, because he himself shall inherit it for Israel.
39And every young child who today does not know good or evil, these shall enter there, and to these I will give it, and they themselves shall inherit it
40And you, having turned back, camped in the wilderness road by the Red Sea
41And you answered me and said, We have sinned before the Lord our God; we, after going up, will fight according to all that the Lord our God commanded us. And each one taking his weapons of war, and having gathered together, you went up into the mountain.
42And the Lord said to me, Say to them, You shall not go up nor shall you surely fight, for I am not with you, and you shall not at all be shattered before your enemies.
43And I spoke to you, and you did not heed me, and you transgressed the word of the Lord, and acting presumptuously you went up into the mountain.
44And the Amorite who dwelt in that mountain came out to meet you, and they pursued you as bees would do, and they wounded you from Seir as far as Hormah.
45And sitting down, you wept before the Lord, and the Lord did not listen to your voice, nor did he pay attention to you.
46And you sat in Kadesh many days, as many days as ever you sat.
